James Boan is a partner based in the Bolingbrook office of Tressler LLP. James’ key practice area focus includes local governmental; real estate; finance and taxation; and planning, zoning, annexation & land use.
James’ career of public service spans nearly 40 years, including superintendent and director positions with the Bolingbrook Park District. He is active in the Will County Government League and the Illinois Municipal League. He served as village administrator and then chief of staff in Bolingbrook from 1997 to 2001. He has served as village attorney for Bolingbrook from 2001 to present. In April 2011, the Bolingbrook Park District formally dedicated 27 acres of open woodlands as the James S. Boan Woods at the Hidden Oaks Conservation Area in Bolingbrook in recognition of his many years of public service.
James is admitted to practice in Illinois and the Northern District of Illinois, Eastern Division. He earned his J.D. from Northern Illinois University College of Law.

Labor law including collective bargaining agreements, labor negotiations, grievance hearings, mediation and arbitration with public employees and labor unions including, for example: F.O.P., A.F.S.C.M.E., M.A.P., I.A.F.F., Teamsters, S.E.I.U. and I.U.O.E.;

Real estate transactions including title examinations, contract for deed, mortgage documents, and closings;

Drafting of legislation for clients and advising clients on legislative issues and pending bills in the Illinois legislature;

Negotiating and drafting a number of development and financial incentive agreements with the private sector including real estate tax abatements, sales tax sharing and fee waivers; and

Public financing including general obligation bonds, revenue bonds, T.I.F. districts and funding, S.S.A. bonds, and sales tax bonds.
